PORTLAND GENERAL ELECTRIC WEST LINN PROPERTY
Portland General Electric owns a large site adjacent to the Willamette Falls in the City of West Linn outside of Portland, Oregon, and has leased that property to the West Linn Paper Company. Comprised of a 15-acre island parcel separated from an 84-acre uplands parcel by the Willamette River Locks canal, there are approximately 900,000 SF of paper mill structures on the island and an additional 90,000 SF on the surrounding uplands area. Our task was to seek opportunities for the City of West Linn for future development of the site, which included: several large-scale apartment and housing options along with mixed commercial use buildings, restaurant spaces to historic renovation and creating a massive public park space for the local community. The site is under review for the National Historic Register due to it’s significance to early paper making industry and technology at the turn of the 20th century.
